You have to remove the clutch assy. Then you should (doing this from memory) just be able to take the nut off the balance shaft, remove the lock washer, then pull the gear, turn the shaft, line up the marks, and put it all back together,
 
How did it get misalighned. I don't think them gears can slip. Musta been assembled that way. IDK
 
I don't even know if that's the issue yet. It's an old border patrol bike, no telling who or how it's been worked on.
