Warrior Cam sprocket washer

Long story short... i'm putting together a Warrior motor that was hacked up by it's last owners. I found a copper washer under the bolt that holds the cam sprocket on. It's just like the washers used under the head bolts. Is that correct or should it be a steel washer? Also, should I be using a lock washer or just the correct torque and loctite?
