Carb leak

Has is leaking out of carb and throttle tends to get stuck open all this starts to happen after pen spring valve cap mod some help

When you put the valve cap on did it move the lever above it up?

I don't remember but I opened it up today and the cap was off under the big spring in there . I'm assuming it was causing some type of jam and leaving the throttle open. I removed cap will test in a couple min. Fingers crossed.. Also my rubber boot on that pin looking thing (pump actuator???) has ripped up will that cause a problem ??
