My starter went and when I pulled it out, it was missing a tooth. Do I need to worry about? I am going to change the oil to be safe.

I shut off my atv and when I restarted it the engine would only idle. When I rev the throttle it misses, sounds like the carb is back firing in to the airbox. When I tried goin down the street it was pushing gas out of the gas cap vent hose. Does the carb need to be cleaned or rebuilt?
