99 carb issue?

i picked up a 99 wolvy 350.. when i got it the plastic on the right side of the carb was broke.. so i jb welded it and added an o ring and it seems to be holding up fine.. i sprayed it with carb cleaner and it doesnt rev up so its got a goood seal. i cleaned the carb and the pilot was plugged . i got a new one and it fires up and seems to run ok. the issue i have is that it runs way to rich.. you can ride it all day and it puffs black smoke. when you hammer on it it smokes more than my gfs 2 stroke polaris. ive tried changing the air/fuel screw and was told with it screwed in all the way it shouldnt run.. with the screw out 1/4 of a turn it runs just the same as 2 turns.. would going down in the main jet help this problem or what should i do? the plug is BLACK.. if it sits for a few days after riding it it wont start up with out a new plug or cleaning the one thats in it.
