Maybe try the jets from the oem carb in the replacement carb.

Tuning new carb...surging idle...stumble off idle

Hunting at idle is usually valve timing or air leak. I'd start with the easiest by spraying carb cleaner around the boot between carb and cylinder while it's idling. If rpm changes, you have an air leak. Warriors are notorious for cracking intakes. Good luck

That cam gear will always be 180 out every other turn of the crank and that's what determines which stroke it's on. Sent from my SM-G930F using Tapatalk

new member looking for some engine building advice

With that piston and cam, the +1 valve might be a good idea. As for the carb, I've never ran one but some of the other guys might know. I'd run a FCR37 if it was mine. Btw, it will probably be mostly a top end motor. It won't have as much power in the low rpms. Sent from my SM-G930F using Tapatalk

found a reducer/insert in the head pipe today

I've never heard of one, but if he likes the performance with it in, then I don't think it will hurt anything other than maybe the motor running a little hotter. Sent from my SM-G930F using Tapatalk

Did you fix it? Sticking float valve or misadjusted float height

Check your valve timing. Sometimes they will "hunt" just like a lean condition when the valve timing is off. If that don't fix it then I'd look at the jets. I've heard quite a bit that the zoom zoom carbs are good but you have to use Mikuni jets.
