If the diaphragm in the carb is damaged, then there will not be the proper amount of vacuum to raise the slide. It may only raise as far as it would at 1/4 throttle. With the butterfly opening normally and the slide not, it will not run right. A damaged washer around the main jet might allow...

If adjusting it at the lever does not help, then it needs to be adjusted at the rear disk. If you have a shop manual, it will tell you how. I will try to get the instructions and post them.
