Pretty sure that's one for an LTZ 400 Suzuki... but I'm not positive - I'll look thru my paperwork and see if I have the invoice for it.....
If the keeper ring is the one I'm thinking about, you aren't supposed to compress it, you are supposed to spread it so it comes off the splines along with the inner race.
There is a bolt that comes into the caliper from the side - and is used when activating the parking brake - if this bolt is too tight, the parking brake never actually releases. Also, the parking brake cables have a tendencey to stick over time - a good flushing with cable lube can make a world...

Aside...
The Decompression lever is attached to the Exhaust Vave Rocker Cover - what it does when activated is open's the exhaust valve just a hair so that when the starter is turning it over, you dont' get a full compression build and thus, it turns over easier.
