starter problems

k i got a 01 warrior for 300 bucks the guy i got it from said he couldnt get it to start so i decided to do a complete over haul i tore the top end apart and looked at the bottom end and found when the started is bolted on the bottom end is really hard to turn by hand but if you take it out the bottom end spins like it should and thoughts on what could cause this im stumped thanks for lokking

its gonna be harder to turn when its in the motor because it has to turn the motor over. might be the battery if it have the power to turn it over

Starter clutch bearing could be locked up.
