spark plug problems?

i have a 1998 warrior when it sits for more then a few min without riding.. it fouls the plug and smells of gas...but it wont start unless i change the plug..what would be causing this? if i turn fuel off and start for a min then it will fire up. does my carb need to be rebuilt?

the needle and float could be the problem in the carb. They may need to be cleaned.. Super dirty air filter.

is fuel running over the overflow tube on the carb?

its not comming out of carb ,,, but u can def smell it.... has k@n air filter brand new and cleaned. where is the overflow tube on carb at?
