lower steering stem bearing

hey im replacing my lower steering stem bearing but i can not get that retainer out ive tried letting it soak in oil and heating it up im using a bolt and a ratchet and putting a big wrench at the end of the ratchet and standing on it and it aint budging, is it a normal thread? you guys got any tricks to get them out? anyways thanks if you can help

i just dis -assembled my whole stering stem and replaced it just PM me and i can talk you through it. it's pretty simply, just very dirty!
