I use office picture manager, but most picture programs will do it. Just right click on a picture or thumbnail and go to "edit". Look for something that says "resize". On office picture manager, you would then go to "pre-determined size" click it and scroll down to "web large" or whatever. Then click on "OK" and it will resize.

You can also sometimes double click on a picture to bring up the edit tools.
