help roll starts but wont start with start button

my 2000 wont start with the starter button it just cranks. but u can push start it easaley and it runs good until u turn it off then the only way to start it is eather push or roll it.theres also some kind of jumper wire on the starter selonid.from the small front left side up to the rear positive post.and the starter button is always live even if the key is off and out. any help thanks
