help push starts wont electric start

my 2000 wont start with the starter button it just cranks. but u can push start it easaley and it run good until u turn it off then the only way to start it is eather push or roll it.theres also some kind of jumper wire on the starter selonid.from the small front left side up to the rear positive post.and the starter button is always live even if the key is off and out. any help thanks

Is the motor turning over when you crank it or is the starter just free spinning?

the motor is turning
