I noticed that when I ride my 95 warrior it won't reach full throttle, and also there is a popping/ knocking noise when I rev it up. What could cause to not reach full speed like that?
 
Everything stock minus the k&n air filter. Checked plug and it was "burnt" looking, not wet though.
 
Check the speed limiter screw. Make sure its turned all the way out . it prevents the throttle from fully opening. Its prob not that but check anyways. Also your float may be too high and the bike loads up.

burnt as in Black? you want to look at the porcelain inside around the electrode it should be a tan to dark brown color if it's black it's rich
white or grey it's lean
but first things first you should start with a new plug cause I'm assuming the plug is old
