backfire from exhaust

When I get off the gas after full throttle I get backfire out the exhaust. Jetting?

There is a cap with screws on the right side of the carb. It has a diaphram in it. The parts diagram calls it a decel enricher diaphram. It's prolly bad.

deceleration enrichment diaphram. it puts more gas in the cylinder when you are letting off the throttle at WOT so your rings last longer (thats what i assume)
