Axle/Carrier Bearings/Seals Question

So I am in the process of installing new carrier bearings and am a bit confused.

To start the sprocket hub outside area seems to be missing a seal or something? The side where the 2 big axle nuts are on?

Secondly I noticed I there were 3 seals in total where as the book says I should only have 2? Maybe the previous owner installed them wrong or added extra seals??

Third and lastly I noticed I seem to be missing a part called the Dust Hub Cover, illustrated as #19 in the photo diagram below. Is this a must have or can I skip it? I would have to order it on eBay and wouldn't be in by the weekend most likely.

Hope all this makes sense, I am a bit confused.
