9.9 outboard engine need help

so yesterday my setpdad was driving his fishing boat and it just stopped runing so he tryed to start it and it wont start i took a look at it and theres this brown muck that came out of the exhast its a 1988 9.9 mecury outboard 2 stroke it use to start on the first pull every time. i think it could be the gas filter but idk help will be apericited

Have you tried starting it again since? It could of overheated...that would shut it down..but it should start again after it cools... if thats not the case you gotta check the basics...fuel..air ..spark and compression
