Spongy rear brakes

Anybody know of any solutions for this? Lots of questions in the forums, but not many answers.
I upgraded to aftermarket pads and a new disc. Rebuilt the caliper (piston seal and dust seal).
Vacuum bled the brakes several times. Adjusted the brake pedal height. Adjusted the brake lever free play.
Both the pedal and the lever go right to the stop (with some resistance) without locking up the rear brakes, even with the wheels off and the quad on jack stands.
Surely the rear brakes on these quads are designed to work better than this?
Master cylinder maybe?

 
Could be the master cyl or a bad cable that is just stretching.
