Rust on Axle

Hey !
So... Going to " Restore " a motorcycle it´s always great no matter what bike is.
But this time I´m having some headaches with this situation and I cant find a solution.

My Rear axle is in this condition :



The problem is that i could remove the rust easily but then I would not be able to stop it from repairing without painting it, but if I paint it just on the place where I got rust I am going to get a bad looking rear axle and if I paint the whole Axle it´s going to be weird and it didn´t came out like that from the factory.

So the 1 Million Dollar$ question is... What can I do to remove the rust from the axle but at the same time have a nice good looking axle and if possible the factory uniform look

I would be grateful if you guys could help me :tup:

And as i said in other post´s I´m Portuguese and if you find some spelling or grammatical mistakes it´s normal...
 
If I take it out with a scotch pad the rust wont come back ? Or do I need put something on it ?
