Ok decided to change gearing but I'm going to order a kit that has both sprockets and a chain in it. So what would be best ratio to run (want something equivalent to 12 40) since replacing both sprockets. Ive heard its better to go up in back than down in front but most replace front because its cheaper is this true.

its basically the same thing, you can play with the fronts more then really dial in the gearing you want with the rears. For example you went down to a 12T front and it was to much, you can take 1 or 2 from the rear to compenstate, etc.
